Higher-level skills report 2015 - Raising productivity through better technical education

In July 2015, Pearson and the Higher Education Policy Institute (HEPI) produced this report on ways to improve higher technical skills across the country.

England and Wales are lagging behind competitor nations in terms of the proportion of people with higher technical skills. In this paper, Dr Scott Kelly proposes three overarching reforms to help make sure that employers have access to the skills they need:

  1. There should be a well-defined set of institutions focused on delivering technical and professional qualifications.
  2. Work-oriented qualifications at higher levels should be validated and funded in the same ways.
  3. Public policy should acknowledge and deal with the things that stop employers getting involved.

Public spending on further education, skills and vocational training is under threat, but these proposals would strengthen the sector – to help employers, the economy and, most importantly, learners.
